The BBC Trust has recommended proposals to close down BBC Three as a broadcast channel and move it online in 2016 - but its decision is not final.
The Trust will carry out another round of consultation in the coming weeks, as it wants to feel confident that BBC Three's "risk-taking" remit and existing audience will still be served across the corporation's other TV channels and services.
BBC Trust: 'We have not ignored young people on BBC Three - they have a valid voice'
"We want a strong, sustainable BBC which is innovative, distinctive and relevant and has clear boundaries with the commercial market. We have reached our provisional conclusions with this over-arching objective in mind," said BBC Trust chairman Rona Fairhead.
"It is clear that the long-term future of broadcasting is online and the BBC needs to find new and exciting ways to help audiences make that transition, while bearing down on costs overall.

The BBC licence fee is always a hot topic, and culture secretary John Whittingdale will face questions about it during this year's Edinburgh International TV Festival.
The Conservative MP will also take questions about the BBC's charter renewal and Channel 4's future amid rumours of its privatisation, in a one-on-one interview with journalist Alastair Stewart.
"We are delighted that the new culture secretary is coming to the TV Festival in its 40th anniversary year," said Guardian Edinburgh TV Festival advisory chair Zai Bennett.
"There are few MPs more knowledgeable about the media than John Whittingdale, and I'm sure the industry will be excited to hear his views on issues ranging from the impending charter renewal, to discussions on privatisation. This really is a session not to be missed."
The government recently denied it has plans to sell off Channel 4 following Ofcom's third review of public service broadcasting, which is currently under way.

BBC Three's Free Speech has not been cancelled, according to a BBC spokesperson.
The channel has said that it is working with the show's production company "to look at ways to continue bringing meaningful topical debate to a young audience".
Their denial follows comments made by hosts Rick Edwards and Tina Daheley, who suggested that the show would not be returning to screens after its recent election specials.
Edwards tweeted: "In other news, I'm afraid @BBCFreeSpeech probably won't be on TV again. No more debates for a younger audience. Sorry. Not my decision."
Meanwhile, Daheley told Metro: "[Free Speech] is no more, unfortunately, now that BBC Three is moving online. We're doing a lot on social media so hopefully the Free Speech brand will continue even if the TV shows aren't.
"The irony is we got the highest figures for our last show. All of our coverage has been on what our listeners want to talk about.

BBC Three's online move has been delayed, meaning that it will continue to air as a broadcast channel until 2016.
The channel now has a stay of execution while the BBC Trust makes a final decision on the controversial plans.

BBC Three controller Damian Kavanagh told Broadcast: "We won't be rushed. We will do what's right for our fans, not to satisfy deadlines.

BBC Three is to be the subject of a new £100m bid, according to a report.
Two Avalon and Hat Trick production executives will pledge the money in an effort to save the channel from its move online in the autumn.
The Guardian reports that Jon Thoday of Avalon (producers of Russell Howard's Good News) and Jimmy Mulville of Hat Trick (producers of Have I Got News for You) are set to table the bid.
Should the proposal be accepted, it would be the first ever case of a licensed BBC public service moving into the private sector.
The move could see an extra £15m invested in programme making.
Current BBC Three plans will see it closed as a broadcast channel and moved exclusively online.
The BBC has claimed that the corporation would save over £50m with the move - £30m of which will be invested into BBC One drama.

An Ohio school bus driver is being hailed as a hero after tossing a child out of the way of a rolling bus Tuesday morning before the vehicle rolled over the driver herself and she was killed. Edwards said the bus pulled up beside Middlebury Academy in Akron and Zborowski asked the students to perform routine evacuation drills. The students, about 40 children ranging from kindergartners to eighth-graders, first exited...

BBC Three's move from TV to online is not a definite certainty, according to a BBC Trust member.
Richard Ayre - speaking at an internal briefing about the Trust's report on the BBC's news and current affairs output - said that he was unsure about the move.
He explained that news bulletin service 60 Seconds had been "remarkably effective" at reaching large audiences among young viewers.

BBC Three has always been an easy target. Right from its inception, the channel came in for criticism - whether it was people turning their noses up at Snog, Marry, Avoid or middle class, middle-aged mutters about where the licence fee was going.
So when the news broke today that BBC Three is being axed as a regular, broadcast channel - and moving solely online - I wasn't surprised. Sure, the station has produced high quality drama, comedy and entertainment. Sure, it picks up higher ratings than some of the other BBC brands. Sure, it's pretty much the only BBC channel aimed at young people. But, well, it's always been an easy target.
I have sympathy for the BBC. They've been stuck between a rock and a hard place in recent years, as the recession bit and funding was squeezed. With a coalition government that's never been too warm towards...

The executive producer of BBC Three's Oscar Pistorius documentary has explained why he first pitched the project.
Steve Anderson wrote a BBC blog about the Rick Edwards-presented film, which aired last night (March 11).
"It's little wonder that many avoid fast turnarounds like the plague," he explained.
"You are following the news and most often a current affairs issue that is yet to emerge. And for at least two weeks you can forget about sleep or working on anything else.
"But for me a fast turnaround - or a 'crash' - can be the most exciting and daring form of television journalism."
He added: "For a start, you are usually working on a great story - one that has broken through the routine agenda to dominate the bulletins and capture the attention of those known in the parlance as 'news avoiders'.

Samuel L. Jackson spoke of his joy at seeing Django Unchained director Quentin Tarantino take home a BAFTA award.
Tarantino won the trophy for 'Best Original Screenplay' at Sunday night's (February 10) awards ceremony in London.
Jackson, who appeared in Django Unchained as Stephen, praised Tarantino while speaking to Rick Edwards on the red carpet ahead of the BAFTAs Disaronno After-Party.
The Avengers star said that Tarantino's success and awards victory for his Django Unchained co-star Christoph Waltz were his highlights of the night.
Edwards - who jokingly referred to Jackson as 'biased' over the win - made the veteran performer smile on the red carpet, offering to get him some food when he said he was feeling hungry.
Tarantino's win comes after controversy following the film's release, including the director's feisty interview with Channel 4 News and criticism from Spike Lee, who branded the film "disrespecful".
The film is currently dominating the Australian box office.

Rapper Waka Flocka Flame is at the center of a police investigation in Ohio after a woman alleged she had been assaulted on his tour bus. Cops in Akron boarded the hip-hop star's vehicle, which was parked outside of the Hilton Garden Inn, on Monday, July 12 seeking to question the hip-hop star and his entourage after receiving the complaint from an unidentified female.
Lieutenant Rick Edwards says, "We have an upset woman, but nothing has been determined yet." No charges had been filed against Flame or his crew as WENN went to press.
The complaint, according to the Cleveland Plain Dealer, was not filed against Flame but someone else on his tour bus. The woman, who claimed to have been sexually assaulted, "called police at 2:50 a.m. and got off the bus at Interstate 77 north and Copley Road," Edwards adds.
