This is a Mister Magoo short from the UPA Studios. There will be spoilers ahead:
This is a typical Magoo short, with Magoo returning from a trip (driving past his own home with Waldo standing in front) only to mistake a semi-abandoned property (it's run down but being used by crooks as a hideout) for his own home.
Magoo looks at the condition of the place, finds indications of criminal activities and decides, one, that Waldo has trashed the place with wild parties, two, that Waldo has taken to a life of crime and, three, that he must "save" Waldo from the police.
Waldo finds him in the rundown place and Magoo ushers him out and to safety", stepping over a rolled up "carpet" on the way out. Magoo takes Waldo to a "hotel" and tips a rather surprised looking "doorman" to bring in the bags. The end of the short is priceless! Shout! Factory has released all the UPA Magoo theatricals and a Magoo feature film in a four disc box set which is excellent.
