This short film was actually a pilot for a proposed series. It was created in an effort by the network to salvage Adventures of Superman (1952) after the death of star George Reeves. The characters were all animal parodies of those from the series starring little people in large masks. The series was never picked up and this short was never broadcast.
The budget of this pilot was between $25,000 and $30,000 - half the budget of a 1957 "Superman" episode.
Instead of dubbing in the voices, the actors who provided voices for the characters were seated off-camera, reciting the dialogue as it was filmed.
The dog masks were constructed of fiberglass and weighed two to three pounds. The filmmakers intended to construct puppets of the characters that could articulate dialogue in close-ups, but the budget didn't allow for it - though they planned to make the puppets if the pilot was picked up as a series.
