An Army detail is looking for trouble. Gen. Howard and his protégé Captain Carstairs believe they have the upper hand and just about provoke an attack. But Cochise is the better strategist and easily defeats the Army. The townspeople blame Jeffords and think he is giving the Indians information. He is about to be lynched but is saved by Gen. Howard. Howard wants to meet with Cochise to make a treaty. Jeffers offers to talk to Cochise about a treaty, but treaties have been broken before by the government and Cochise is not one to forget.

Cochise is pleased to see Jeffords; he even has heard of how Jeffords defended the honor of the Indians. Cochise knows the time of the Apache is ending but sees no way out. Cochise is willing to meet with Howard but wants Jeffords to look into the heart of this general. Cochise will call the other chiefs to discuss the possibility of peace. Howard decides he will go alone and orders Captain Carstairs to remain behind; but Carstairs has his own plan. Reports come to Cochise about the incursion and Howard and Jeffords ride to try and stop Carstairs. They just make it.

Gokliya is unwilling to act like a woman and challenges the Apache to choose a new chief. Cochise says the matter will be decided by choice; if those who support Gokliya are greater in number then he is the new chief. The majority stay but Gokliya leaves and takes his followers with him. He also chooses a new name for himself: Geronimo.

Cochise chooses then to break the arrow and begin the way of peace.
