Suspenseful human interest, without much action, but builds in intense fashion. Feeling sorry for her handcuffed prisoner Dorothy (Peterson), policewoman Casey does a good turn that unfortunately lets her prisoner escape. As Casey now finds out, Dorothy is a troubled young woman with a retarded son she can't deal with. Now Casey and Det. Hopkins (Connell) must find Dorothy before she injures her child.
Great use of NY locations, a hallmark of the series, especially the climactic setting with the rushing waters. Peterson manages a poignant turn, while her scenes with Garland draw us into their emotional bonding. All in all, another fine installment in an unjustly neglected series.
