- Just as the ransom money has been delivered, the kidnap victim escapes; one of his two kidnappers falls to his death trying to chase him. The surviving kidnapper concocts another scheme: he holds the ransom money (which is hot) hostage and tries to coax the kidnapped boy's greedy father into laundering it for him. The kidnapper, an accomplished scuba diver (the source of the episode's title) plans to swim underwater to and from the dropoff point. Five-O identifies the kidnapper and tails him, at one point donning frog masks in an attempt to rub his nose in his activities, but the kidnapper relies on the father to shake any tails and deliver the money to him at 25 cents on the dollar, the standard rate for laundered money. It sounds like a great bargain for the father and he holds up his end of the deal -- but that's not the end of it.—Peter Harris
- A young boy Scotty has been kidnapped and the ransom is $300,000. The boy is being held by two men, one with a devil`s mask and one with a frog mask (thus the episode`s title). The boy escapes and is chased by Mr. Frog to a cliff, where the kidnapper falls off to the rocks below. The boy is found by a local farmer who calls Five-O.
McGarrett and the Scotty`s father Mr. Gainham race to the farm and during the ride Gainham admits to paying off the kidnappers, but he is happy his son is alive. Scotty gives some facts about the case, and McGarrett questions the farmer to get an approximate location where he found Scotty just as the rest of Five-O show up. McGarrett asks Danny to get a full statement from Scotty while the Chin and Kono go with him to the kidnapper`s hideout. There they discover the body of Mr. Frog, now also with a bullet hole in him.
Meanwhile, Gibbons, aka the Devil, has $300,000 in marked sequential money that he knows he cannot spend. He seeks the help of Tot Kee to launder the money and give him something in return. Tot Kee knows the heat is on and offers a ridiculus amount, 10 cents on the dollar (or $30,000), which Gibbons refuses. Meanwhile McGarrett guesses the scheme and orders all the crime families to be brought in, Ming, the Hubber brothers, and Tot Kee. Danny arrives to take in Tot Kee and Gibbons hides while watching them leave. When Tot Kee returns, he says the heat is too much and he will not make the deal at all.
Gibbons returns to his boat, and the harbormaster comes to collect rent for the slip Gibbons is using at the marina. All Gibbons has is $4 so the harbormaster takes it and promises to return for the rest. Gibbons transfers the ransom money into an emptied scuba tank but takes a few 20`s and a 50 with him to a crap game where he gets some cash in lieu of the hot money, in part to pay the harbormaster the next day.
As the money starts to surface, McGarrett and the Five-O team piece together the trail of the surviving Devil kidnapper. Tot Kee is angry that Gibbons is starting to circulate the money and ups his offer to 12 and 1/2 cents on the dollar. Gibbons refuses and Tot Kee sends some of his thugs to steal it from Gibbon`s boat at the marina. Gibbons catches on to the plot and kills one of the thugs.
Danno presents this act to McGarrett and ties in the loose ends, Tot Kee`s thugs and that Gibbons was connected to the corpse Mr. Frog as they both served in San Quentin together. McGarrett has Gibbons brought in and starts to squeeze him, noting it must be frustrating to have all that cash and no where to spend it.
Gibbons is let go and heads to a deserted warehouse at the marina, followed by Danny. There he places a phone call that Danny overhears, with Gibbons agreeing to a meet to exchange the money. At first the Five-O team suspects Tot Kee, but he has a gathering at his house and no intention to leave. McGarrett guesses that Gainham (Scotty`s father) was on the other end of the call with Gibbons, and that they will meet at the original drop point for the ransom.
The team race to the secluded beach where the exchange has already started. Gainham gets his money back and Gibbons has the exchange just as Five-O shows up. Chin and Danny come in from the wash behind the beach and McGarrett comes from further down the beach itself. When Gibbons sees Chin and Danny he flees but fires at them. On the beach McGarrett orders Gibbons to stop but he shoots at him and runs the other way. Another warning from McGarrett and as Gibbons fires he is hit by McGarrett and dies. Gainham is sad it ended the way it did, and McGarrett tells him "you got your money back" in a sarcastic voice, angry that Gainham had circumvented the whole Five-O kidnapping process trying to handle it himself.
