- Harm and Mac go to sea during wartime operations. Harm flies the next mission, hits the target, and draws enemy fire; his aircraft sustains damage, but he safely returns. Bud runs into trouble at work, and Sturgis becomes closer to Bobbi.
- A JAG officer twice interferes with attacks against terrorist targets in Afghanistan, so Harm and Mac go aboard USS Seahawk (CVN-65) at sea during wartime flight operations, to help clarify the rules of engagement. Meanwhile the admiral offers Bud an opportunity, for his next duty station, to transfer to a ship or to an office somewhere ashore in Europe. Loren prosecutes a sailor accused of a hit-and-run accident, and Bud defends. Loren feels envy and shows nastiness. Bud finds it hard to give care to a sick child. A temporary assignment allows Sturgis to become closer to Bobbi. The admiral tells Bud that he has received a report that Bud has not done a satisfactory job of defending the hit-and-run defendant. Sturgis works closely with and gets closer to Congresswoman Latham. Lieutenant Loren Singer gets mad when Bud is earmarked for a promotion over her, but Bud's problems in court lead to more trouble for him.
- Harm and Mac return to the aircraft carrier USS Seahawk (""A New Life"" and ""Crossing the Line"", among others) to brief the JAG officers on the new Rules of Engagement, following the escape of Taliban fighters as a result of a JAG officer's hesitation to determine if the target was legitimate. While Harm is aboard the ship, the captain asks him to fly a bombing mission into Afghanistan. However, Harm's excitement changes to concern when his plane sustains critical damage from enemy fire. Meanwhile, a jealous Lt. Singer sabotages Bud's case when she hears of his imminent promotion.
