The Phoenix Foundation supports the Challenger Club in Mac's predominantly black L.A. near-ghetto, where Regina Jeffries' hope to .prevent the youth falling into crime by youth center activities is failing miserably, even one of her own sons gets killed in the all-suffocating mounting gang rivalry, his big brother gets arrested, obsessed with revenge at all cost. Teen knaves are recruited to sell crack, but now also expected to buy guns for use on the rival gang. Mac finds many strings are pulled by the elusive Gunman, a drug dealer turned arms dealer, whom he identifies as vindictive former cop Minton, who isn't afraid to use his tricks and violence even on Mac, whose only allies are one clean local cop and the desperate families of doomed recruits.
