Albert Delorio is a known felon and murderer. He has served time in jail.
Now he leads a vigilante group. OCP has been persuaded to give Delario's group sole rights to keep law and order in Zone Five which is out of control with drugs.
It soon becomes a no go area for the regular police and Robocop. However Delorio is using his gang to push drugs and extort local businesses.
They even plan to recruit Alex's son, Jimmy Murphy as the poster boy for the vigilantes.
Robocop wants to save his son but he cannot enter Zone Five.
