- Simon Templar is visiting a South American banana-type republic. At the airport he chances upon a scuffle involving police and his intervention naturally antagonizes Sanchez, the head officer, who after reading his passport warns Simon not to cause trouble. Simon for his part doesn't particularly intend trouble but in the confusion his carrying bag is switched and upon arriving at his hotel he discovers ladies intimate wear and a decidedly unladylike snub-nose pistol. The woman to whom the bag belongs arrives and introduces herself as Diane Holbrook, though Simon finds her loathe to explain why she's smuggled a pistol into the country.
That night wearing an attractive green dress and a fur, she goes out, but Simon naturally is tailing her and at a restaurant he spies her as she waits for someone. That someone is Victor Lawrence, an American who four years earlier ingratiated himself into the inner circle of the country's dictator. Diane's interest is Lawrence, using another identity, was part of an investment firm run by her father; Lawrence stole vast sums and framed her father for it, and recently her father died in prison. Upon reading a news account of the nation's dictator she recognized Lawrence in the accompanying photograph - which Simon had also spotted earlier.
When Lawrence appears at the restaurant with Sanchez she waits until the officer goes to take a phone call, then confronts Lawrence with her pistol, but Simon disarms her, beats up Sanchez, then flees with Diane into back alleys. But they are grabbed by guerrillas, blindfolded, and taken to a basement hideout. The rebels recognize Simon by reputation and the two are thus in no danger. After Diane explains why she wants Lawrence, the rebels decide to smuggle her out of the country for her own safety, but Simon has to retrieve her passport at the hotel - which only leads to his capture. Making maters worse a mole within the guerrillas has tipped off Sanchez and Lawrence to their hideout; Diane is smuggled to safety before police attack the hideout and capture multiple guerrillas - and when Simon sees the execution of one of them he vows to escape and find a way to bring down Lawrence and rescue Diane once and for all.
