- The Nameless Master Villain is on his private jet and as it departs D.C., he runs a database search on Ray. There's no information Ray, other than his codename: "Stingray".
Ray responds to a call from a young woman, who leaves a voice message that her case involves a lot of high-ranking people. He me4et her at a dive bar and the woman, Debbie Sylvera, describes how two men she figured were CIA agents said they're holding someone at a safe house. Debbie says that she doesn't know how far it goes so she turned to Ray, or even what "it" is. She knows that Ray will ask her for a favor in the future if he does a favor for her, and readily agrees.
The waitress asks for money for their drinks, and Debbie says that she'll get it. She pulls a gun out of her purse and Ray quickly takes cover and runs outside. Debbie runs after him and keeps shooting until she runs out of bullets. When Ray goes after her, Debbie deliberately steps out into traffic in front of an oncoming bus and is hit and killed.
That night, Ray calls Captain Riskin and says that he needs his favor. After checking out the crime scene, Riskin meets with Ray and tells him that Debbie was dead before they got there. Debbie didn't work at the company that she claimed, and she was a third-year psych student from the state university. There's nothing in Debbie's record to indicate she was anything but normal, and Riskin says that there have been other university students at the same campus committing suicide in the last three months. Ray asks him to keep it out of the papers, and tells Riskin to reach him at the university if he comes up with anything new.
That night, Ray goes to Debbie's former dorm room and tells her roommate, Lanie Harmon, that he's been assigned there by the admissions office. Lanie refuses to let him stay there, saying that there's some kind of computer screw-up. Ray says that they told her Debbie took a leave of absence and finds Debbie's ear drops in the medicine cabinet. Lanie asks if Debbie is okay because she didn't say anything about a leave of absence, Ray brushes aside Lanie's objections and charms her despite her attitude and sets up a screen dividing their halves of the room.
The next day, Ray breaks into the admissions office computer room and brings up the files on all of the dead students. They all took an Abnormal Psych 2 class with Professor Brainard.
In his class, Brainard is lecturing about sociopathy. Ray and Lanie are there sitting separately, and Brainard talks about how typical treatments have proven ineffective against psychopaths. Lanie sees Ray and throws spitballs at him, and waves to him when he notices her. Brainard talks about how the optic nerves are connected to the part of brain that handles conscience. As the class ends, Brainard suggests the student volunteer for psych testing to help their grades.
Lanie comes over and notes that Ray left early that morning, and Jay points out the fake bum leg he's pretending to have. He asks about the lab hours, and Lanie explains that each student has to volunteer at least 10 hours a semester to get through Brainard's course. Lanie says that there are a bunch of students that hang out, and Debbie was one of them.
The Master Villain's jet lands in LA.
Ray volunteers for Brainiac's lab experiments, and Brainard hooks him up to a monitor machine. Ray's transcripts show that he's there under the GI Bill and Brainard applies what he claims is an eye-brain stress test. Brainard gives Ray eye drops before beginning the test, claiming they'll dilate his pupils, and goes next door to monitor the test. Once he's alone, Brainard turns up the ultrasound while images of seemingly-random patterns and then violence flash on the screens in front of Ray. The Master Villain comes into Brainard's monitor room and says that Ray doesn't fit the profile. He tells Brainard that he knows Ray... and created him.
Later, the Master Villain sets up at the American Historical Archives and Brainard demands to know what's going on. The Master Villain reminds Brainard that he pays him a lot of money to supply him with an army of psychopaths, and notes that Brainard is in deep. He warns that Brainard taking him down with him would be difficult because he has no idea what he's up against. The Master Villain reminds Brainard to remember who is asking the questions, and Brainard reports that he has four, maybe five people ready. The professor insists that the suicides were unavoidable until he got a firm profile, and the Master Villain notes that if he had told Brainard the whole story, Brainard wouldn't have convinced himself to go along with the project. The professor insists that Debbie wasn't ready, and the Master Villain angrily says that he decides when someone is ready. He says that he's going to call in Richard Jensen to dispose of Ray, insisting that he trusts Jensen despite Brainard's objections.
Back at the dorm room, Lanie tells Ray that it was the second semester she and Debbie roomed together. Things changed with Debbie, and she became distant and cold in her attitude and her artwork. They go out walking, and Lanie talks about how Debbie spent most of her time hanging out with the Abnormal Psych groupies: all of the students that committed suicide. Lanie notes that Ray asks if he's a cop and half-jokingly asks if he's a cop. 0 Jensen arrives on campus and checks out Lanie's room to see if anyone is there.
Lanie notes that everyone is talking about her and Ray sharing the same dorm room. They return to the dorm room and in the hallway Ray collapses from sudden ear pains. Lanie says that Debbie had the same pain, and the pain goes away. As Lanie unlocks the dorm room door, Jensen cocks his gun and Ray hears the noise. He yanks Lanie back as Jensen fires through the door, then attacks Jensen as he comes out.
The two men fight and then Jensen runs up the stairs to the roof. Jensen throws a flying kick at Ray, who dodges and Jensen goes over the edge and falls to his death. Ray goes down and checks the body, and finds a bottle of ear drops. Lanie runs up as police sirens sound, and Ray tells her that they have to leave. He takes Lanie to an expensive house and says that a friend lives there and owed him a favor. Lanie wonders who Ray is, and Ray tells her that Debbie tried to kill him and then killed herself. The student wonders what's going on, and Ray figures that Brainard is brainwashing students and turning them into psychopathic killers. Ray suggests that Brainard is "selling" his killers on the black market because they have no criminal background and are untraceable.
Lanie figures that the whole thing is over the edge and Ray agrees. He tells her to stay in the house until it all blows over and go to bed. The next day, Ray meets with Riskin, who confirms that Jensen disappeared 16 months ago. Ray asks Riskin how quickly he can put together a unit to save him and leaves.
Later, Ray barges into Brainard's office and stops him from calling security. As he talks about the eye drops, he secretly puts a bug on Brainard's phone. Ray says that he knows who Brainard is working for and leaves, and traces the phone number of the call Brainard makes to the Master Villain. He pretends to be a worker, calls the telephone company, and finds the phone number's location. Ray drives to the Archive once he has its address.
Lanie looks at the mail, which is all addressed to a Phillip Meeker. Two men come in and chloroform her unconscious, then take her with them.
Ray arrives at the Archives and goes in posing as a repairman. The receptionist buzzes him in and Ray claims that he's from IT. The Master Villain comes in and offers Ray a tour, well-aware of who he is. His thugs tape Ray to a chair and the Master Villain offers brandy. Ray says that he thought the system was self-cleansing and "they" would deal with the Master Villain. The Master Villain tells Ray that his employers didn't have his high standards,
Ray takes the glass but refuses to drink, figuring that it's drugged. The Master Villain says that Ray won't take him down a second time and takes out Lanie's necklace. Ray recognizes it and the Master Villain explains that the glass was treated with a contact anesthetic. After Ray apparently passes out, the Master Villain tells his thugs to take Ray up in his chopper and then dump him when they're high enough.
Riskin and his men barge in and search the Archives. The Master Villain comes out and tells Riskin to leave with his men, saying it's a CIA operation and Riskin has no jurisdiction. An officer searching the place finds Ray, who was never unconscious, and tells him that he needs a favor.
The Master Villain threatens to have Riskin busted if he doesn't leave immediately, and Riskin orders his officers out. When the thugs go back to where Ray was, they find the officer sitting in the chair. Ray is wearing the man's uniform and left with the officers, after removing the protective transparent film from his hands. Riskin asks him what's going on, and Ray says that the Master Villain has a friend of his and will kill her if necessary. He explains that he busted the Master Villain when he was working on the side, and calls the house. There's no answer, and Ray figures the Master Villain has Lanie as he claimed. The Master Villain leaves in his limo and Ray tells Riskin to meet him at the university humanities building. 0 Ray, Riskin, and his men drive back to the university, and two officers go into Brainard's office as he and two of his "special" students are packing files. Both students draw guns and shoot one of the officers, and the third one takes cover and shoots back. Ray and Riskin join the officer, and Riskin goes around to Brainard's back exit.
The students flee into the library and Ray goes after them. Moving between the shelves, Ray shoots and wounds one of the students, dropping her. The other one aims his pistol at Ray, and Ray yells at him that there's been enough killing. He pressures the students to realize that he's brainwashed, and asks the student where it ends. Ray says that half of the classmates couldn't take the pain and killed themselves, and asks the student how many people he's going to kill. The student screams in agony and tries to shoot himself in the head, and Ray yanks the gun away.
Brainard is packing his car when Riskin arrives and tells him to surrender. The professor grabs his gun and shoots Riskin in the shoulder, then drives away. Riskin shoots, hitting Brainard, and Brainard crashes his car. Ray runs up and confirms that Riskin is okay. He then goes over to Brainard and asks where the Master Villain is.
Ray drives up to the airfield where the Master Villain is preparing to depart in his chopper. The Master Villain is waiting with a gun and Lanie, and Ray tells his opponent that Brainard ran into a little trouble. Aiming his gun at Lanie, the Master Villain says that he does what he has to and promises to kill Lanie. Ray draws his gun and says that he'll kill his opponent, takes out a packet of C4 on a 45 second timer, arms it, puts it in Lanie's pocket, and releases the parking brake. Ray runs after the limo, gets in and hits the brakes, and tosses the plastique away, while the Master Villain flies off in his chopper. The Master Villain smiles smugly as he departs, and Ray holds Lanie.
Later back at the university, Ray finds Lanie as she looks at a piece of paper with Meeker's name and number on it. He asks how she is, and Lanie says that she's okay. Lanie invites Ray to have some coffee, and Ray says that he has to go and doesn't know if she'll see him again. She says that he never stops and it's hard to follow, and Ray tells her that he didn't plan it that way. When Lanie asks him more, Roy tells her that she's late for class. She suggests that he stand still to see the nice things, and gives Ray one of Debbie's drawings from before she turned psychopathic. They kiss, and Ray gets in his car and drives off.
