- Ray turns down a journalist who shortly thereafter ends up dead. Recognizing he may have made a mistake Ray decides to look into things. As he investigates he keeps having hallucinations or flashbacks of killing people.
- A journalist, Myles Townsend, is interviewing Senator Lewis on TV about his nepotism in government. Ray is in a bar watching it, and Lewis points out that Myles's daughter is the producer on his show. Myles notes that it was against his wishes, When Myles says that he pays her rather than the citizens, everyone in the bar cheers. Lewis walks out of the interview, and Myles concludes his show Time to Talk.
The bartender says that he's known Myles since he opened the place seven years ago, and Ray asks when Myles comes in. The man behind the bar says that Myles hasn't been in in a week and figures that he's working on a big story.
The next morning, Myles waits at the docks. Ray shows up and congratulates Myles on his show. Myles knows what there is about Ray's background, and wants Ray to check on a big story that he's working on. Ray tells him that he's not a reporter and starts to walk off, but stays when Myles mentions that his life is in danger because people would do anything to keep the story quiet. The mystery man tells Myles that he's going to have to give him details, but Myles refuses so Ray refuses to help him. Myles threatens to blow Ray's cover if he doesn't help him, and Ray invites Myles to hit him with his best shot before leaving.
Two days later, Ray watches a news report about Myles death in a drunk-driving incident. The reporter offers the station's condolences to Erica, Myles' daughter. Ray imagines Myles repeating his threat and then saying that someone is going to kill him... and wakes up from his dream.
Later at Myles' station, WXBL, Erica is going over the set design and her boss asks her how she's doing. They're trying to figure out what story Myles was working on before he died, and Erica insists that she can't take a break. Her boss advises her to give the crew some slack and Erica agrees to take a break. She goes to her father's office, discovers the door is open, and finds Ray inside waiting for her. Ray, posing as a Reuter's reporter, claims that he was Myles' friend in Pakistan and offers his condolences. He offers a photo of him with Myles and says that Myles called him about a story he was working on.
Erica asks Ray if Myles told him what he was working on, and Ray confirms that Myles kept the contents to himself. She admits that her father never thought journalism was a community process, and Ray suggests that the story had to do with Jason McDaniels, the owner of Trans Allied Airline. There were research papers about McDaniels on Myles' desk. Erica says that it was an old story, and Ray offers to help finish Myles' story since Myles sent for him. He mentions that Myles kept his notes on a pouch on his belt, and Erica admits that she hasn't checked Myles' home. Ray offers to help her check the place, and Erica accepts.
The station security, Donovan, has listened in and calls Medford to confirm Ray's backstory that he overheard. Medford has two of his men "go mobile" and calls AP to check on Ray's story.
In Myles' office, Ray wait for Erica to get out of a meeting and goes over Myles' notes on McDaniels. Among them is a list of names. He takes them and then watches a VHS of a piece Myles did on the White House in '73. Ray hallucinates Myles being gunned down on the steps of the Capital as a crowd of faceless men look on. When Ray reruns the tape, he sees a younger version of himself in an alleyway gun down a young man coming at him with a knife. Ray wakes up from his dream and finds Myles doing his report, reruns the tape of Myles' report, and finds a blank spot on the tape.
Later, Ray meets with Erica after her meeting and they go to Myles' house together. Medford's two men follow them and radio in a description of Ray's car. Meanwhile, Ray and Erica drive to Myles' house and Erica insists that she's fine. Ray notices Myles' stereo system, Erica hits the play button but no sound emerges. When Ray checks another tape and also finds no sound, he figures the tapes have all be degaussed. Ray figures from the lack of dust that someone has recently searched the place.
The men listen in to Ray's conversati9ons via bugs, and Ray tells Erica that the last time he and Myles talks, Myles said that he feared for his life. He suggests that Myles was the victim of foul play, then asks her about the gardening shed that Myles used for his organic gardening. Listening, one of the men, Tyler, realizes that they didn't check the shed
In the shed, Ray finds a drum of an insecticide but realizes Myles wouldn't use it for organic gardening. He opens the drums and discovers that it's filled with water, and inside is a watertight bag containing cassette tapes. Erica recognizes them as her father's memo tapes, and also finds a roll of negatives. The two men come in through the gate, and Ray hears the wind chimes rustle when the gate closes, even though there's no wind. When the men come in, Ray takes Tyler out first and knocks out the second one when he comes in afterward, gun out. Ray checks their ID and discovers that they're Federal intelligent agents.
Ray and Erica tie up the men, who warn that they're with the government. They insist that they can do whatever they want, and Ray asks them for the real story of how they killed Myles. They refuse to talk, and Ray applies pressure to Tyler's hand, pinching the nerves until Tyler talks. Tyler says that it's a shadow operation and they don't know who they report to. Ray remembers Myles warning him about the government's involvement, and suggests to Erica that they leave before more Feds arrive.
The couple go to a motel and Ray buys supplies to improvise a darkroom and develop the negatives. Erica plays one of Myles' memo tapes, saying that he believes Warren Medford is involved but there are still pieces missing and he's waiting for Gene to develop the stills. He reminds himself to pick up Erica's bracelet, and Erica tells Ray that her birthday is the next week. She explains that Gene Price was a photographer Myles knew, but doesn't know who Medford is. Erica notes that Ray looks tired, and he claims jet lag.
Muffling his voice, Ray calls the Federal Intelligence department, claims that he's a hotel manager, and says that they have mail for Medford, one of their people. They report that Medford is with Special Programs and Operations, and once he hangs up Erica thanks him for helping her. She calls Gene, and learns that he died in a drunk-driving accident. Ray takes the phone from her hangs it up, and figures that Gene is dead.
In his office, Mc Daniels receives a report from his men, Jimbo and Brett, about Ray. There's no one existing under his alias, and Medford worries that they have Dixon entering the country in 24 hours. He pulls everyone off except the three of them to track down Ray and deal with him.
Ray goes to Medford's office, posing as a repairman, and finds severed intercom wires. The secretary leaves for her lunch appointment when Ray says it will take a while. Ray sees Medford and his two men leave his office through the ceiling tiles, and drops into the office. He locks the door and searches Medford's desk, and finds a reference to Russell Dixon entering the country on Flight #407, Trans Allied. Dixon's name is on the list Ray found, and he accesses Medford's computer. All the names are there, listed as members of the witness protection program.
As Ray drives back to the hotel, he sees a crowd gathered on the Capital stairs. He parks and goes over, and finds the crowd replaced by faceless men. He shoots Myles and flashes back to holding a gun in an alley, standing over a young man and staring at his gun in shock. Ray snaps out of his dream and finds himself still driving. He swerves to avoid oncoming traffic and remembers a newspaper story about how a teenage gang leader was killed by an unknown vigilante.
Ray returns to the motel room and tells Erica that he knows what Myles was involved with. Erica plays one of Myles' tapes about him contacting Ray, identifying him by his car, and figures that his favor was too big for Ray to grant. They go out on the balcony and Erica says that she didn't call the police because she needed some answers to why Myles is dead, and she has no one else to turn to. Ray asks her to believe he's trying to help her, and Erica demands to know his background. He says that if he was wrong and Myles' death was accidental, Ray would have faded away and Erica wouldn't have had the extra burden. Erica figures Ray is manipulating her to get Myles' tapes, and Ray tells her that they have to focus on the present and figure out who killed Myles. She asks why it's so important to Ray, and Ray remembers killing the gang leader. All Ray tells Erica is that all they've got is each other.
When Ray and Erica develop the photos, they find one of Medford shaking hands with Amin, a deposed foreign leader who is supposed to be dead. Ray suggests that Amin is alive and living in the U.S., and that Medford is taking payoffs to bury people in the witness protection program he runs. Medford works with McDaniels, who pulls strings to get the people into the country. Ray figures he can work out a way to pull together the pieces and get enough proof for the story.
That night, Ray goes to a comedy club and nods to the comedian and impressionist on stage, Jeff. After his set, Jeff approaches Ray and invites him to him and his son's baseball marathon session. He notices that Ray is tired and suggests that he talk about what is happening. Ray refuses to discuss it, and Jeff tells him that he'll do whatever Ray needs. His friend gives him a tape and tells him to do his stuff.
Later that night, Jeff impersonates Medford, calls McDaniels, and says that they're in trouble. He says that he knows what Myles had on them and they'd better talk before everything collapses. Jeff has McDaniels meet him at a high school football field in one hour and hangs up.
When McDaniels arrives at the field, he finds Ray waiting. Ray says that he's the guy McDaniels has been wanting to talk to, and he called McDaniels there. McDaniels says that they have nothing to talk about, and Ray brings up Myles and how McDaniels killed him. Unimpressed, McDaniels says that he's going to call the police and have them arrest Ray for impersonating Medford. When the CEO turns to go, Ray suggests that they talk about getting him in on McDaniels' and Medford's arrangement, in return for Myles' tapes.
Medford and his two men, Jimbo and Brett, step out, and McDaniels tells Medford that he has things under control. McDaniels explains that he killed off Myles rather than pay him off to take the "low-cost option". Ray says that if he's not heard from in one hour, ten copies of the tapes will go to all the major news networks. A nervous Medford wants to deal with Ray and dismantle the entire operation, and McDaniels tells him to wait in the car. He advises Medford that he doesn't want to see his men kill Ray, and Medford quickly walks off. When he gets into his car, McDaniels triggers a remote and blows the car up, then tells Brett and Jimbo to get rid of Ray before walking away.
Erica drives the Stingray over, and Ray knocks down the two men and runs for it. He gets in and Erica drives off, and they go back to the motel. Ray dreams of faceless men waiting in the motel room for him, and remembers killing the gang leader in self-defense. He wakes up in a motel bed, and Erica asks if he's all right. Ray tells her that he had a bad dream, and Erica tells him that it's clear Ray couldn't have done anything to save Myles. He agrees with her, and says that Dixon will enter the country in an hour and he's actually Heinrich Goethe, an international terrorist. Ray plans to welcome Goethe into the country.
Later at the airport, Goethe boards a Trans Allied flight and is directed to his seat. Ray boards at the last minute, claiming he's a steward who missed his original flight. The stewardess lets Ray board, and once the jet lifts off Ray sports Goethe. Ray asks the stewardesses to let him do the snack run and they agree. He serves Goethe coffee and secretly drugs it. Goethe soon starts choking and Ray comes over when Goethe's seatmate hits the summoning bell. Ray diagnoses Goethe as having a heart attack and has the captain land to get Goethe to a hospital.
Soon, the newspapers are running a story about Goethe's capture. Ray calls McDaniels and says that if he wants the tapes, he'll have to talk to him. McDaniels arranges a meeting that night at one of his hangars, accompanied by Brett and Jimbo, and Ray steps out of the shadows. Ray has McDaniels tell his men to put down their guns, and asks him why he killed Myles when he didn't know if Myles had anything on him. McDaniels says that it was fear of the unknown, and killing Myles was a precaution.
Ray hands over an envelope with the tape cases, but McDaniels discovers that the cassette cases are empty. When Ray tells him to check the TV in his limo, and McDaniels finds Erica running Myles' story on the operation. There's video of McDaniels saying that he killed Myles as a precaution, and Myles turns back to discover that Ray is gone. Treasury Department agents arrive and order everyone in the hangar to surrender,
Later, Ray meets Erica at Lyles' house. She says that she's selling it and Ray says that Myles wasn't a sentimental man. She says that she's glad Ray can get some sleep, and Ray notes that sleep may not be his style. As he walks away, Erica figures that it's more than just Myles, and Ray tells her that he can't carry the past or hide from it. He tells Erica to take care of herself and drives off to a church. In the confession booth, he confesses his sins to a priest.
