Josh is hired by the army to bring back some stolen horses. The problem isn't finding them; it's getting them back from a crooked marshal and his stooges who run the town. Some of the citizens like this guy because he's cleaned up the town, but others think he's gone overboard and is a menace. Well, he's a "tyrant," hence the title of the episode.
The marshal (I didn't get his name) has been the boss for a year and this man is drunk with power and not even afraid of the U.S. Army. He's one nasty dude as he shows when the town big-wigs figure he's gone to far and "fire" him. The first man who speaks out gets shot down. End of discussion.
How Josh, who has been disarmed, and the town is going to overthrow this guy, if that's possible, makes up the second half of this entertaining episode, one of the better ones so far of this second season.
