When Santos reports for his USMC Reserve Duty, he is shown wearing a flight suit, the uniform for Marine Corps pilots. His hair is long and not cut to Marine Corps regulations. He is therefore considered "out of uniform." It's unlikely this character would have overlooked getting a regulation hair cut before reporting for duty.
