The title "P911" refers to common Internet slang, often exploited by pedophiles. It stands for "Parent emergency."
The character Katherine Cole (Mary Page Keller) is based on Emily Vacher, who is currently assigned to the FBI's Albany Division, Syracuse Resident Agency. She was previously a member of the FBI's Innocent Images National Response Team and was the manager of the FBI's Endangered Child Alert Program.

The famous phrase quoted by Gideon is "The test of the morality of a society is what it does for its children" from Dietrich Bonhoeffer who was a German pastor, theologian, spy, anti-Nazi dissident, and key founding member of the Confessing Church.
Although the season premiere was The Fisher King: Part 2 (2006), this episode is the first one filmed as part of this season's production to be aired. The previous episode was clearly filmed at the same time as its predecessor to give the show's creators a completed episode with which to begin Season 2. Holding back one completed episode is a common television practice to ease the production pipeline when a new season begins. This can be seen by, among other things, Elle Greenway's and J.J.'s new hairstyles, and by Spencer's Reid's new haircut and glasses.
