There are shortcuts, and so forth, but it requires a lot of artists many hours for hand-drawn animation. That includes limited animation, as here, when the figures only partially moving against a background.
Which is why they hired Dinah Shore to narrate. No matter how much a star like Miss Shore charged, it was only a tiny fraction of the cost of hiring literally dozens of artists to draw figures, in-betweens, and background art.
