Billets reaches out to a former Hollywood cop for intel on Leonard and Norris. When Bosch and Edgar meet with Carl Rogers, Edgar lets a detail of the case slip, enraging Bosch.

Bosch and Robertson attend the autopsy on Frantzen, then discuss their next moves, Jimmy will go to the SEC, Harry to see Alvarez. Before leaving the bldg Harry stops by to see Dr. Goliher, cleaning his office for retirement. The two men reminisce about the earlier case (Season 1).
At the SEC Robertson and Bennett reveal the whale is Carl Rogers, the hedge fund billionaire. At the City Jail Bosch and Edgar find out Alvarez has been moved by the Feds, they can't see him at all. Later the cops share notes, Rogers has $20billion in assets but rumors of off-shore shenanigans. The four are puzzled why the FBI has Alvarez.
Captain Harvey Pounds comes to see Capt Cooper, he is leading the Billets Harassment investigation, the two go off for a formal interview. Harry hangs up on Scott Anderson the LA Times reporter. Grace Billets shows Cooper and Pounds her file on Norris and Leonard, her two suspects in the harassment, the men frown. She calls then "Incels" who hate women. While leaving, Pounds runs past Bosch who playfully threatens him. Sgt. Mank has a laugh.
Chief Irving meets with Delgado, the new Commissioner. Delgado wants the LAPD to move faster against racial profiling, Irving says it takes time.
A CSI tech tells Bennett and Robertson that Chandler and Frantzen were shot with different guns. Vega and Pierce watch video from outside the safe house, the shooter had a mask and took a laptop, but the license plate is obscured.
Billets asks Mank if he knows anyone at Pacific Division who may know Norris and Leonard, he reminds her of a cop she transferred there a few years ago.
Bosch and J.Edgar see US Attorney Zhang, she refuses to help them with Alvarez, saying it comes from the top.
Jen Kowski the Mayor's Aide is stopped by a patrol car for using her cell phone while driving. Irving cruises by in his SUV to warn her about his FBI investigation.
After dark Harry goes to taunt Mickey Peña, lying about Alvarez talking distracting the gang while Jerry plants a GPS tracker on Peña's Audi. The gang leader laughs off Bosch's threats.
Jun Park tries to play piano as Irving comes home deep in thought, he complains about Delgado. The door bell rings, Bosch is there. Harry wants help to get to Alvarez who he feels is ready to talk.
The next day Bosch and Edgar interview Carl Rogers in his tower boardroom. Rogers barely knew Frantzen, a minor investor. A lawyer arrives, J.Reason Fowkkes, The cops know him from other cases. During the interview Jerry lets them know the cops have a witness. Harry ends the talk then rips into his partner outside for letting them know about the witness, Maddie. Maddie is having a lunch alone at Dupar's, Harry calls her to say go home and text him every hour. Maddie agrees.
Pierce and Vega make progress on the shooter's rental car.
Billets goes to have lunch with Officer Julia Brasher in Pacific Div, there had been a similar incident with Norris and Leonard but it is was covered up and they were transferred to Hollywood Station.
Bosch meets Robertson and Bennett briefly to update, it looks like there are other similar organized crime killings in Miami and Las Vegas. Bosch asks Crate and Barrel to look into Fowkke's mob cases. J.Edgar goes to Billets to ask for some off to sort out personal issues, she gives him a day.
Bennett and Robertson see Rodney Belk, the Special Master lawyer looking after Chandler's case files. Jimmy gets a call from a Pierce, they found the car at Burbank Airport.
At the Station Billets sees Norris and Leonard in the lunchroom, she asks about the Pacific Division gang shootout and claims they lied about being on Code 6, out of their car. Then she takes Bosch into her office to ask about Jerry, he updates her on the Rogers' interview. Deputy DA Boyle has asked him to meet on how to keep Maddie safe. Crate and Barrel report they have found Fowkke's mob client, Willy Datz in Vegas.
Maddie is home, she gets a gun from the stereo unit to feel safer. Antonio arrives a short time later to chat over a beer. Maddie is sad, remembering and missing her mother Eleanor Wish who was gunned down at Dupar's parking lot.
Harry meets with DA Boyle, she explains if Maddie gives Grand Jury testimony it becomes admissible dead or alive so there would be no reason to kill her. Harry agrees and they set it up for the day after tomorrow. Boyle then asks about Judge Sobel, Harry says they are friends.
J. Edgar walks with his Haitian friend, she says they need a way to rid him of his evil spirit. Harry takes a call from his lady friend Donna Sobel, they chat briefly, she offers support if needed. In the house Harry explains what is going on to Maddie and about the Grand Jury. She agrees. J. Edgar parks his car a short distance from the Bosch home and starts a stakeout.
