Chloroform doesn't knock someone out just by them sniffing it, as is shown here when Mac turns Andrews' paint into chloroform by adding a few chemicals.
Mac refers to the "RDIF" signal. This would actually be an "RFID" or "Radio Frequency IDentification" signal. The type of transmitter described also wouldn't likely have enough power to be tracked and would work more like the microchip used for pets.
When Mac is explaining about how a jammer functions by emitting a stronger signal, he accidentally says he's using it to override the RDIF signal (he should have said RFID).
At the beginning of the episode Mac is looking at a solar eclipse with a telescope while standing in the shadow of a tree. Since light has to come from the sun he can't be in the shade. Many other observers are also viewing the eclipse from the shade as well.
