Hailey is an interesting character and actress Tracy Spiridakos plays her very well. Haily is also, arguably the most imbalanced and troubled member of the team. She has serious self-esteem issues originating from a very abusive past.
The thing that has always bothered me about Hailey is how she loves to read the riot act at Jay or anyone else that she feels isn't following protocol. But when SHE decides to go off-book, it's okay. She's a true hypocrite, and what's more, she arrogantly expects Jay and everyone else to follow suit.
In short, Hailey is a bad member of this team. She's as toxic to the group as poison ivy. And while she may be a good cop, she is also a bad one, something Voight even told her a few episodes ago.
The problem with this is that Hailey isn't a very likable character. That's an issue for the actress as well as the writers to deal with. The best performance in television history in making a troubled cop likable is still Dennis Franz's Sipowicz. Despite his blustering racist and homophobic remarks, you still liked the guy. That was largely due to the writing as well as Franz's performance. He showed you another, gentler side of Sipowicz; a guy who always had the backs of his partners.
So far, we haven't really seen anything like that out of Hailey. What we have a cop who is in danger of becoming unhinged and going rogue.
I also don't get the Jay/Hailey dynamic. Jay is far too good for her, and he's in danger of being sucked down right along with her. I'm hoping that the next season, the writers focus on Hailey and ride this wave out for better or worse.
