- Follows a girl fighting to get justice for her slain brother by corrupt police officers. She enlists the help of an ex-con and his former partner, they face a highly regarded and well protected police sergeant who doesn't want to be.

- In Lincoln City, after serving five years in prison, Connor is released and refuses any help from Garrett. He works as janitor of a community center under the administration of Mina. Meanwhile, the corrupt but popular Sergeant 'King' Kingston explains to the residents of a poor area that the guardians have been replaced by non-lethal dog robots. Garrett controls the apartment complex called Towers paying bribe to Kingston. When his courier Tarak decides to rob the bag with bribe money, he is caught by a K9 dog that injects Spyke in him and killing him with an overdose. However, his sister Pavani "Pav" witnesses his murder by the dog that is destroyed by her. She hides at the community center and Connor finds her. - Five years following the events of Code 8, the LCPD has reformed their militarized tech program, replacing the majority of their armed humanoid robots (Guardians) with non-lethal companion K9 robots, similar to dogs. Under the leadership of Sergeant Kingston (Alex Mallari Jr.), the project has been a success and the streets have never been safer. Kingston is running for Mayor on back of the success of the project. More than 200 K9 units have been deployed throughout the city. Kingston claims that the K9 units have been programmed not to harm humans and will stand down as soon as the human threat surrenders.
4% of the population has special abilities (Kind of like mutants), and most of them live under the poverty line. They are heavily policed. Initially, the powers helped build the cities of the future, but once robots became a reality, the powers became a threat and outlaws in society. The drug Psyke is manufactured from the spinal fluid of powers.
Having just got out of prison, Connor (Robbie Amell) works as a janitor at a youth community center, run by Mina (Jean Yoon). There, he keeps his head down and tries to stay out of trouble, leaving his past behind. Connor refuses to have any contact with Garrett even when he comes to pick Connor up from prison. Detective Davis wants Connor to help him get to Garrett.
Garrett (Stephen Amell) has taken control of an apartment complex called Towers where he runs his "ethical" drug empire, paying powered people for their spinal fluid to make the drug Psyke. Pavani (Sirena Gulamgaus) and her older brother Tarak live in poverty within this community. Tarak needs money to keep Pavani in school. Tarak works as a drug runner for Garrett, but Garrett refuses to give him any chance to earn some real money.
When Tarak's desperation leads him to steal a bag of cash from Garrett's gang, Tarak gets caught by Sgt. King and his unit of corrupt cops, who are being paid off by Garrett. The bag of cash itself was the pay off to the cops. King discovers Tarak near the cash drop off point, prompting Tarak to run. To cover it up, King orders a K9 unit to hunt him down, injecting him with Psyke to make it look like an overdose. Pav witnesses the murder, and using her rare ability, she causes the robotic K9 to malfunction and escapes.
Pav finds refuge at the community center, where Connor and Mina help her stay hidden from the LCPD. Pavani and Connor are captured on CCTV escaping the community center. King reaches out to Garrett and says that he wants Pavani dead as she will eventually speak. King attacks Connor's building with Guardian drones and K9s, but they manage to escape by using their powers. Pavani has the ability to distort all electronics in her vicinity.
Connor seeks out Garrett's help, who tells him that Pavani is a Transducer, and that Tarak interrupted an important exchange between Garrett and King. Conner asks Garrett to broker a peace deal, which includes wiping Pav's memory of the murder. But when Connor realizes the mind wiper is erasing every single memory she has of her brother, he fights to break her free.
Turning to Mina, they attempt to flee the city together but get ambushed by Garrett and his crew. During a tense standoff between Connor and Garrett, Garrett cannot bring himself to shoot Connor as he stands in front of Pavani. King monitors the whole situation with drones. Sgt. King deploys robotic Guardians and orders them to kill everyone on site. Mina sacrifices herself so Connor, Pav, and Garrett can escape.
Garrett takes Connor and Pavani to a safe-house which is off grid. Detective Davis (Aaron Abrams) tracks them down and they learn that the only way to expose King for his crime is by breaking into his home and steal his K9 unit (Pavani uses her powers to unlock the K9 unit and to get it to go to sleep), which holds evidence of Tarak's murder in its memory. It is revealed that King also has mutant powers, but he hides it so that he can have position of power in the normal society. After stealing the K9, Connor, Garrett and Pav escape to the Towers. Here, Garrett turns the tables on them, wanting to use the K9 as leverage to hold King and his officers at bay.
King and the officers surround the Towers and ambush the group after Garrett fails to broker a new deal. King stabs Garrett and mounts an invasion of the Towers. Garrett's co-workers let Connor and Pav escape while they stall the cops by engaging them in battle. A lone K9 goes after them and after a failed electric attack from Connor, Pav unlocks her full power and manages to turn it against the cops. Once outside, they are in a final standoff. Garrett holds off a K9 and King himself until Pav finally manages to broadcast the recordings from King's personal K9, bringing justice for Pav's brother's death.
Three months later, King is arrested and the K9 program is shelved for further inspection. Garrett is in prison and Connor has managed to start up the youth community center with Pav in Mina's honor.
