Ensign Clifford Bender (Steve Franken) arrives aboard the USS Appleby and quickly establishes himself as a stickler for naval regulations. When Bender starts writing letters to his father, a U.S. congressman, Commander Stoner (Jack Albertson) and the crew feel their hands are tied. They decide to give him the "Gaslight" treatment, after the 1944 Charles Boyer/Ingrid Bergman film where a man plays tricks to make his wife think that she is losing her mind. A young Jamie Farr (Klinger on M*A*S*H) plays a crewman on the ship in this episode.
