That's not Hank Mann, as the IMDb thinks, but Harry Mann as the Chaplin imitator. Actually..... anyway....
Harry Mann and Jimmy Adams are a couple of lecherous men pursuing women wherever they can find them. They wander into a hotel and get into all sorts of trouble in pursuit of their pursuit.
This was intended as a Billy West movie, with him doing his own Chaplin imitation -- he was the best of the imitators. But he had signed a contract with a different studio, leaving this production in trouble So they roped in Mann, which left Leo White as the sole link to what this was meant to be.
It's a good, if rather chaotic short, thanks to director Charles Parrott -- better remembered as Charley Chase. Chase, as he often did, takes a small role as a taxi driver.
