After the female officer gives Barney his $500 ticket for jumping in the river, he looks up at the fireworks going off. This segues into Robin and Don watching the fireworks as well. When the scene cuts back to Barney, the sign on the fence prohibiting entering the water has disappeared. And quite frankly, who was meant to read that sign? Only the viewer, as it is oriented to be read from the river, not from the walkway side of the fence.
Incorrectly regarded as goof: the camera angle has changed, the sign can be seen coming into frame just before the scene fades to black.

Robin claims to be very experienced with firearms, but commits three serious errors on the range. First, she grips her pistol with the support hand palm up, under the firing hand. This type of grip has become known as the "tea cup" due to its resemblance to someone holding a tea cup in a saucer. It is also a very loose grip that would decrease the accuracy of her shots. An experienced shooter would place the fingers of the support hand around the fingers of the firing hand (other than the trigger finger), with one thumb locking down the other (but not crossed behind the slide). Next, she resumes shooting without eye or ear protection, a major range safety violation. Finally, when she empties her gun, she throws it at the target, another major safety violation. This type of behavior is commonly played for laughs on television, but experienced shooters do not typically behave in this manner.
