It's demonstrated that the body was hidden by plastic sheeting laid over the walkway rebar (reinforcing bar) prior to the concrete being poured. Concrete is actually poured directly over and around rebar to give it strength. Plastic sheeting would never be used as depicted.
When a tooth tattoo is discovered on a victim's tooth, Bones states that she doesn't see why that ink couldn't be introduced into the enamel, but tooth tattoos can only be done on a tooth that has a crown, which means the ink isn't actually in the enamel.
