It's what we'd call a traveling shot, today, not a panoramic or pan shot, as it travels down a wide street , past big houses, horse-drawn carts that look mostly like surreys, and onto some railroad tracks, with the big mountain in the distance the cone of the volcano.
The only question I have is why specify that it's taken from an electric car. Of course there were electric cars in this era; electric, Otto four-stroke gasoline cars, even steam-driven cars. Are we to believe that the view from an electric car on this road would be substantially different than the view from a Stanley Steamer?
