Prisoners' Dilemma is a problem which is studied extensively in game-theory circles. It is a situation where individual decision-makers always have an incentive to choose a less than optimal outcome for the individuals as part of a group. It explains why two completely rational individuals might not cooperate, even if it appears that it is in their best interests to do so. In the classic prisoner's dilemma, individuals receive the greatest payoffs if they betray the group rather than cooperate.
