The suspects fake search warrant is signed by Judge Judy. Judge Judy is a famous TV and former Family Court judge who settles small claims disputes. As such, she is not permitted to sign search warrants.
Flynn lies to a suspect being interviewed that there is a restaurant in the new LAPD headquarters. In fact it lacks any such food facility. It has been arranged for city employees to use the cafeteria in the Times Square building across the street.
