Following the attacks of 2015 and 2020 in France, the Constitutional Council authorizes municipalities to sign an agreement with the Gendarmerie or the Police of the area to determine and enlarge the scope of action of their Municipal Police. However, this reform actually hides a major political issue, that of transferring the responsibility of intervening and regaining control of neighborhoods where the national police, until now, have had little presence and have allowed delinquency to take hold. In a small town in the south of France, where the Mayor signed this agreement, there is an old workers' housing estate built in 1880 by a cement manufacturer to house his workers. This city is called "White City" and today it is one of the most dangerous areas in the world.
