The new guy in charge of Project Quantum Leap is named Tom Westfall. By being in control of the project he is technically in control of reality. Tommy Westphall was a character on St. Elsewhere (1982). In the final episode it was revealed that Tommy Westphall was actually an autistic boy who was imagining everything happening on the show so that, really, he was in control of the reality of the St. Elsewhere universe. St. Elsewhere (1982) also had crossover connections with a lot of other TV shows theoretically meaning all of those shows were also imagined by Tommy as part of what has been dubbed the Tommy Westphall Universe. People have done the math and about 90% of all American TV has technically been part of the Tommy Westphall Universe.
The original screening of this episode had a trailer for the reboot of Magnum P.I. (2018) in the closing titles. The cancellation of the original Magnum, P.I. (1980) was mentioned in an episode of the original Quantum Leap (1989).
Tucson does have roads named Swan and Broadway. However Broadway does not lead to I-19 it leads to I-10.
