There were 17 women at the First Zionist Congress who were non-voting observers. By the Second Zionist Congress in 1898, women were fully voting participants. In 1898, the only country in the world where women had equal voting rights was New Zealand.
Herzl lived to attend the first six Zionist Congresses. There were 22 held prior to Israel's proclamation in 1948, and there have been 38 total Congresses total, the most recent being held virtually in October 2020 because of the COVID pandemic.

Theodor Herzl predicted that it might take as long as 50 years after the First Zionist Congress (1897) for his dream of a Jewish State to come true. Herzl died in 1904, but his Zionist movement continued and amazingly Israel was indeed proclaimed a state on May 14, 1948, almost exactly 50 years after his prediction.
