Journalist Tore Strømøy is contacted by a Norwegian fan who claims to have been cheated and let down by the Norwegian welfare system. Stranded in the slums in the Philippines for more than 10 years, he and his family live in poverty and with no means of returning home to Norway. Though skeptical at first, Tore decides to investigate. What unravels before him is a story of a man who has been constantly let down by the authorities since he was a baby, and of a welfare system nowhere able to fulfill the promise of protecting the weak and helpless in Norway. Trying to help the family return to Norway by contacting different politicians and authorities, Tore keeps hitting brick walls. Finally realizing that there is no way for him to beat the system, Tore, as well as the viewers, are left with one poignant question: What responsibility do the authorities have to make sure that citizens understand the welfare system's rules and the consequences of authority paperwork? Should the authorities have a special responsibility when it comes to someone already robbed of an education and a childhood?
