Here's a short subject about the Federal Bureau of Investigation, extolling its scientific techniques, its rigorous training, its J. Edgar Hoover -- the only individual identified in the movie -- and offers a case at an unnamed city in the Pacific Northwest, clearly identified by signs as Portland.

It's produced by Louis de Rochemont, best remembered for producing THE MARCH OF TIME film series. Here, this is identified as being produced by the Reader's Digest; just as the earlier series had been conceived as loss-leading publicity for TIME magazine, this appears to have been intended to do the same for the Digest.
