'Revenge' S4 has often been quite a plodding affair for me, with the lack of a clear sense of direction seeing a few plot points being recycled to kill the time.
Malcolm Black (Tommy Flanagan with not the best Irish accent) is another Initiative/White Haired Man type figure, but the threat of him is enough for the pace of this episode to pick up a bit and create some genuine peril.
