The episode title, "Bread and Circuses", is a term used in politics to describe a leader who gains the support of the general public, not through means of good public service or policy but by either distracting them and/or serving only their base, immediate needs. For instance the group of people Chandler has infiltrated use handing out food (bread) in exchange for them fighting one another for entertainment (circuses) which in turn keeps them distracted from noticing the nefarious and illegal activities that they are up to.
