DOA is the term used in hospital E.R.'s to describe a patient that arrives at
the E.R. and has died before arriving. The correct term to describe
a person found to be dead anywhere outside of a hospital, e.g. at a crime,
or accident scene, is DOS (dead on scene)
While talking to the woman from the State Department, Frank says the NYPD patrol guide is 2200 pages and lays out every single scenario that could possibly happen on the job to set protocol. What Frank overlooked was NYPD Patrol Guide 212-56, which deals with diplomatic incidents. It states no diplomat (which includes their families and staff) may be arrested or issued a summons. While NYPD officers in this section are required to "Take necessary action to protect life and property", the issue of an abused child is not specifically covered. The protocol for incidents of a serious nature such as child abuse is to write a report for forwarding to several entities, including the US State Department. The NYPD, notably the Commissioner, would not have acted in the manner depicted.
