State of Siege tracks the modern conflict between conservation and development. When it comes to the economy and the profit motive, the environment has generally come a poor second. When film-maker Dennis Grosvenor's neighbourhood was rubber stamped for demolition, the prospect of the destruction to both the built and natural environment was offence enough, however what really drove him to pick up a camera and say something, was the realisation that under the heel of a corrupt government and an uncaring bureaucracy, he and his fellow citizens had no say in the matter. This, in a Western democracy, was the greatest offence of all.
