'On Deadly Ground' has its moments. The Action-Sequences, in particular, deserve special mention. They stand out & are utterly absorbing. Ed Horowitz & Robin U. Russin's Sreenplay has some good moments, but it definitely could've been tighter. Seagal's Direction is fair. Cinematography is quite good. Editing is passable.
Performance-Wise: Seagal delivers an earnest performance. And like always, his Action-Scenes, are most effective. Sir Michael Caine is functional. Joan Chen is routine. John C. McGinley does well. Others lend ordinary support.
