Dreary conspiracy thriller

If Tennesse Williams wrote a conspiracy theory movie, it would sound like this movie. Too drama and dialog heavy makes it all very dreary. Paul Newman and Anthony Perkins face off but damn, I could not care after a certain point with all the idealistic whining of Perkins character and Newman's brutal cynical character undermining him constantly. Rosenberg's WUSA and The Laughing Policeman are at odds with the rest of his filmography. Never believe obscure 70s noir thriller lists completely. Written by Robert Stone. I wonder whether he was inspired by Norman Mailer's Barbary Shore to an extent.
