Who really belongs in the cage?

A congress of Indians is to be held in San Francisco, and the sponsor, Dougherty and Dominick, would like Cheewaukee to go. But it isn't a congress, it's a sideshow in the Barbary Coast. After the time Cheewaukee was to be in San Francisco has passed, Jeffords goes to see what has happened. Cheewaukee has been treated like an animal. Sinbad the midget tries to help Cheewaukee who manages to escape his cage, but in doing so kills Dougherty.

Jeffords arrives and wants Inspector Higgins help in locating Cheewaukee. Sinbad tells Jeffords what actually happened. Dougherty was trying to whip Cheewaukee to force him back into the cage when the homicide took place. The wild Indian passed off as Red Bull in the sideshow was Cheewaukee.

Now Indian hunters are everywhere trying to find the murderous Red Bull. Jeffords is also on the trail and believes he has an advantage over the posse, Jeffords has learned to think like an Apache. When he finds Cheewaukee, Cheewaukee tries to kill him for betraying him. Jeffords says he will try to get Cheewaukee to Cochise. But Inspector Higgins, like Javert, is on the trail.

After returning with Cheewaukee , Jeffords apologizes for destroying one of Cochise's braves. Jeffords says he refuses to take Cheewaukee back to San Francisco, he would never get a fair trial. When Inspector Higgins arrives, Jeffords meets with him. The Inspector insists on meeting Cheewaukee but finds him building a marriage teepee for himself and Lowaitha. When the Inspector sees Cheewaukee, he concludes that he can't be the murderous savage Red Bull. Cheewaukee is a fine young man.

The Inspector returns without his man.
