This is the second part of Flipper Joins the Navy.
First of all, as mentioned tin the previous review, Sandy is MIA in this episode. Apparently he went to camp.
As we learned at the end of the previous episode, Tough Guy is now somewhere in the ocean and everyone is looking for him. He's a million dollar research project, and I'm sure Porter's job would be in jeopardy if this dolphin got away or was eaten by an alligator.
Flipper seems to take somewhat of a back burner in these two episodes until the very end when he once again gets to stand in the spotlight. Bud of course is always protecting Flipper. When the commissioner from the Navy tells Bud the Navy could do more than Flipper, Bud asks, "What does the navy have that you don't have, Flipper?"
And if the ending is any indication, Flipper proved the commissioner wrong. Because he did what the Navy couldn't do!
