We have Arthur Daley hiring out the local bums who attend a nearby parish. Of course, they are more interested in breaking & entering than doing actual work.
That's it. No B-story. No funny lines for Arthur. No reason for Terry McCann other than to act as a scold. Dave at The Winchester adds nothing. No interesting birds. No fights.
Even the presence of Chisholm and Jones can't save this one.
