After seeing rising crime and public apathy, Felix decides to join the Civilian Patrol for the NYPD, and also signs Oscar up as his partner.
There are a lot of laughs here as Felix acts like "The Blue Nut" (referencing a recent TV movie about a police officer called "The Blue Knight"). Funniest scenes are Felix patrolling the halls and constantly blowing a whistle, rousing the residents out of their beds. Of course, when he blows the whistle when a real burglar appears, no one comes out. He ends up bound and gagged,found by Oscar. He tells everyone "My friend was mugged!" And everyone breaks out in applause!
