The women of Schooner Bay are on a kick for power, incited by a story Mrs. Muir (Hope Lange) wrote in the local newspaper. They've decided to run Mrs. Muir against Claymore's (Charles Nelson Reilly) seat as president of the city council. The council feels Mrs. Muir has a point about him running unopposed every year, so Claymore seeks out an older citizen, Leander "Windy" Whipple (Academy Award-winner Ed Begley in one of his last roles) to run against him. Mrs. Muir rallies with a speech, but is sidelined by Claymore who brings a map that indicates Gull Cottage is just outside the city limits and nullifies her as a candidate. Captain Gregg (Edward Mulhare) says a second survey was conducted in 1849 that extended the city limits to Gull Cottage. Mrs. Muir shows Claymore the amendment and she jumps back in the race with rallies across Schooner Bay, as does Leander. Mrs. Muir approaches Leander to throw his candidacy so she can grab his votes. (That seems beneath the dignity of the character of Mrs. Muir, in my opinion.) Claymore approaches Leander with appointing him the commissioner of the office of parks. (A comical approach since it is par the course for the character of Claymore.) How will Leander's decision affect the outcome of the race?
